Preheat your oven to 375°F. Bring a large pot with water seasoned with salt to a boil, then boil the potatoes for 10 minutes or until halfway cooked. Drain and set aside.
In a large skillet, heat the olive oil over medium-high heat.Add the ground beef to the skillet and cook until browned. Make sure to break the meat into small pieces as it cooks.
Add the diced onion. Cook for about 5 minutes or until they become tender. Add garlic and cook until fragrant
Add the paprika, garlic powder, onion powder, salt, and pepper and mix well. Add in the tomato sauce and ketchup then cook for about 5 minutes or until the tomatoes cook down. Add the frozen corn.
Add water, stir everything together and bring the mixture to a simmer. Let it cook for about 5 minutes.
In a large casserole dish, pour some meat sauce on the bottom. Add, the thinly sliced potatoes on the top of the meat sauce. Repeat the process with the final having meat sauce being on top.
Sprinkle 2 cups of shredded cheddar cheese on top of the casserole. Bake for 15 minutes or until the cheese is melted and bubbly.
Remove the casserole from the oven and let it cool for a few minutes before serving.
