Salt to taste
Instructions
Add oil and the ground beef to a large pan over medium heat then cook until browned
Add the minced garlic and ginger and continue to cook
Add the chopped onions, red chilli, and spices and stir well to combine
Add in the bell peppers and mix well. Remove and set aside
In the same pot, add water, coconut milk (if using) and butter and bring to a boil. Add the rice
Reduce heat to the lowest setting, cover, and simmer for 10 minutes.
Return cooked meat back to the pot and gently mix to incorporate. Cover and simmer for an additional 10 minutes
Fluff rice with a fork and garnish with chopped scallions (optional).
