In a large pot or Dutch oven, brown the ground beef over medium-high heat until it is cooked and no longer pink. Drain off any excess fat.
Add the diced onion, garlic, bell peppers, and jalapeño pepper (if using) to the pot. Cook for a few minutes until the onions are softened and the peppers are slightly tender.
Add the diced tomatoes, tomato sauce, and rinsed kidney beans to the pot. Stir to combine.
Add the chilli powder, cumin, paprika, oregano, salt, and black pepper to the pot. Stir to combine.
Bring the mixture to a simmer over medium-low heat. Cover the pot and let it cook for at least 30 minutes, stirring occasionally.
After 30 minutes, remove the lid and let the chilli simmer for another 10-20 minutes, or until the liquid has thickened and the flavours have melded together. If the chilli is too thick, add a bit of water to thin it out.
